Why Was This Savage Even Out On The Streets?

These are the words of the judge:
"You were on early release from a crime of serious assault.
"You are assessed as a violent, high risk offender, particularly when under the influence of alcohol."
so why is he out on the streets? why was he given early release?

Because the law REALLY is an ass and seems to cater more for the criminal than the innocent victims !!

He quite clearly shouldn't have been given the early release.

As soon as the Parole Board is forced to reveal their reason for releasing people early the better IMHO.
