Which are the best vpn networks to use?

Do they all have to be downloaded to be used? I heard the tor network was one of the better ones, is this true or are there better vpn networks to use, if so which ones?

Not sure what you mean by downloaded as a VPN is a physical (hard wear) system in the main but I presume you mean the software used to run it. This would depend on:
the protocols you wish to use to send (or 'tunnel') the information/data.
Whether you want the termination point to be customer edge (CE) or network-provider (PE) edge, or indeed if it is simply a Provider(p) type system.
Also, do you require site-to-site or remote-access connectivity
A large part of the systems tailoring to your requirements depends on the levels of security to be provided e.g. Level 2 Circuits or level 3 Network connection.

I make no bones about being new to the world of the computer zacsmaster and am slowly trying to learn so is it possible to relay your answer to me in laymans terms please?
It depends also on the reception/signal where you are. I have a T-mobile vpn for work, which is fine for me, but for my colleague who lives in a poor reception area, we've had to get her an Orange dongle.

Sorry boxtops i should've been more clear but as i said im fairly new to all of this. A vpn network for the pc.
Yes - you plug in a dongle (vpn) to access the internet? The dongle you buy has to be for a network which has good mobile phone reception in your area.
The VPN I am referring to is a Virtual Private Network. I.e. The ability to Link up a PC (or several PC's and or laptops) to a central server or master computer. If your new to computers, it's a bit advanced.
