Is Gibraltar a member of the EU? The Department of Health website, where you apply for a European Health Insurance Card, doesn't have it on its list.

No Gibraltar is not in the EU, for this purpose anyway.

Your UK passport gives you access to medical care under a reciprocal arrangement on a short visit..
As a dependent territory of the UK, Gibraltar joined the EU at the same time as the UK. It also gets various EU funding for projects as any other member, so it had better be in the EU . . . .
dzug is right by the way for the EHIC thingy - as it is a dependency you have the reciprocal rights
