Does anyone know to whom the phone number 02389 560068 belongs, because by repeatedly phoning me offences are being committed under the Data Protection Act and I wish to make formal complaints to Ofcom and the Information Commissioner?

It's possible to inject a fake number into the system and I'd be prepared to bet that's what's happening in your case.
Firstly, UKPhoneInfo.com (which is usually reliable) lists '023 89' as 'designated', meaning that it's been put aside for future use:

Secondly, I've just tried calling that number and the code isn't recognised as a valid one.
So the call is probably coming from an overseas scammer. (They frequently use fake numbers to make it look as if they're calling from the UK).

Thank you , everyone, for sharing your experiences. It is an offence under the Data Protection Act if information obtained for a specific purpose is used for another unauthorised purpose. I have never provided my contact information to anyone for use in connection with these unsolicited calls. Therefore, if anyone has obtained that information without my consent and is using it, they are in breach of the Data Protection Act.
