i want to have my front garden block paved. The quote i want to go with does not mention VAT at all. If i acceot the quote and they later ad on vat can i refuse to pay it? (i know that it would be a lot easier just to ask him)

I would agree with you. Hoping not to give them ideas about adding to the quote ?

Probably more of a law question. I hope one of the legal eagles spot this soon.
You NEED to ask him. It's no good getting advice from here, it's what he says that counts.
you could offer a cash price ? no VAT ? bit naughty but most trades do this...
well you could refuse to pay it and they could come and repossess the paving.........
..and I have seen cases where builders come back and demolish extensions etc that customers are refusing to settle on financially...
either way you MUST either ask about VAT or make an offer as above !
Assuming this is the most up to date position, the following ruling appears to establish, in general terms, that if VAT is not mentioned then the price quoted is deemed to be inclusive.

However, you ought to establish with the supplier whether or not this is the case.

Remember if a local trades person does not do work above a certain amount per year (£82,000?) they they DONT have to be VAT registered and DONT have to pay VAT on a job.

IF they ARE VAT registered they have to place their VAT registration number on a quote.

IF they are NOT VAT registered and add VAT on the bill afterwards then it is a scam.

"If the tradesman is VAT not registered, then they cannot add VAT. If they didn't mention their VAT number on their quote (which they should do if they are VAT registered) then this reduces your risk, but it's probably better off to confirm with them"
I think the current threshold for VAT registration may be £85,000 p.a?
