Tentatively at first by I suggest when you go out, start by picking up litter; take a bag and either a glove, or better, a litter picking-up tool.
When you get back home deposit it in your dustbin, make yourself a cup of tea and relax with the thought that the World is now just a little bit better than when you went out.
Leave the big stuff to the idiots, there's nothing you can do about it, they have full control.

How do you do it personally? Very gradually, a little here and there, whatever one person can do, I would imagine. Then again, it is perhaps the cumulative effect of individuals trying to make the world better that has kept us from a complete descent into barbarism. If it weren't for their little efforts to spread love in the world, maybe we would already be reduced to smoking ruins.
How do you motivate people? Take a look at the world, and say, This all could be so much better. And not just economically: promoting love in the world might seem very castles-in-the-air; but something as simple as creating companionship among and between the lonely and unloved in society would go a long way towards the mass production of happiness.
