Generally speaking Without in a place name means outside of- outside of what I dont know- the parish perhaps. Though I see the village sign has been added to many times- the popular one seems to be 'classy birds'!!

Judging by its location, I would guess that it was outside the jurisdiction of the city of Canterbury.

Following what Burnhal says about the village sign, there is a place on the Isle of Wight called Apse Heath. Guess what the kids make of that with a single stroke of the pen.

As a resident of Canterbury, I can confirm that the two answers above are correct, and can add that I've seen the word 'hope' added to the end of the sign on one occasion.
