Car Hire In Serbia & Bugaria Or Romania

im heading to serbia in july, i want to see serbia , kosovo and maybe bosnia , just wondering if i can hire a car and cross the borders, im coming from dublin and since its fairly expensive to fly to belgrade im thinking get cheaper flight to sofia then hire car ?
so crossing borders is ok or not ?
