oh I see I thought she meant for official pages. I don't think its do able.
What constitutes a variable ID ? I think many would be loath to contribute to web discussions if they could be identified and be got at as a result. One feels freer to speak out when simply another Guy Fawkes. Better surely to tackle abuse as it occurs rather than cripple Internet strengths.

Verification could be done with a credit card, ok open to some potential abuse but goes someway to achieving the goal.

Whatever, something needs to stop this type of abuse/bullying she went through, there is simply no excuse for it.

And the subsidiary question: when someone's listed them all, how are they to be kept from being hacked?

As I recall, a list of email addresses of several hundred ABers did appear online once.
What about the method for porn sites ?
Stupid idea. Folk will go to foreign sites who aren't complying.
Another example of parents wanting the world to parent for them; plus a bit of naive politicians trying to censor something that's near if not actually uncensorable to be seen trying to do something regardless how much sense it makes.
