player went down in the box, possible penalty though ref did not blow, the ball was still live, goalie booted it down tother end. VAR got invoked so they stopped play, I assume that's the new thing, even when the ball is still live. Ok so they review it and give the penalty. What if it was not a penalty? how do they restart? free kick to the defence? were from? seems very odd.

But in this case I thought I heard the studio pundits asking ok fact what would have happened if a goal had been scored at the other end and then play stopped and rewound. Actually in that situation it’s plainly a case of ... tough!
I've been reading though various FIFA documents and can find nothing to vary the normal rule that, should a game be halted by the referee while the ball is in play, play must then be restarted by the ball being dropped "at the position where it was when play was stopped", with the only exception being when "play was stopped inside the goal area in which case the ball is dropped on the goal area line which is parallel to the goal line at the point nearest to where the ball was when play was stopped".
