Yes, money is wasted but as the overall spending figure for foreign aid is set by law at I think 0.7% of GDP and none of the parties is in favour of pushing for a reduction /law change all we can do is press for it to be spent as wisely as possible. So stopping any one item wouldn't save anything so your figure is out by a billion
