Yes, as long as you have free access to wifi there - which is very common all over San Francisco hotels, bars, restaurants, cafés, etc.

Skype itself is free to use for Skype-to-skype calls anywhere in the world. (You only pay for calls to mobiles and landlines).

However you obviously need a connection to the internet. You can find free wi-fi easily enough in most major cities in the world but if you normally use Skype over your phone connection here for 'free' (i.e. because you've got a big enough data allowance with Vodafone, EE or whoever) then you'll need to remember that, unless you buy a US SIM card (and put it into an unlocked phone), you'll probably get charged megabucks by your UK phone provider for accessing the internet (including when using Skype) in the USA.
