Toilet internal overflow

I have two toilets in my house (which is 18 months old) and both are now draining water into the bowl. I took them apart about three months ago and cleaned the large seal at the bottom of the flush mechanism which stopped it but it is doing it again. Does anybody know of a better way to prevent this from happening?
