Under my neighbour`s laburnam tree there is a swarm of what look like little wasps. Is there such an insect? Or might it be some other kind? Might it sting? We didn`t go near enough to find out!

Could be the harmless hoverfly which look like wasps to deter any potential preditors.

On the other hand, you could have a wasps nest
They might be hornets. There are a lot about this summer. Be careful though that they are not wasps i got stung on my finger last week and oh my god did it hurt and for a few days after. Get someone who knows there stuff to have a look at them. Best of luck let us know how you get on.
I have a laburnum and I have loads of hover flies .. they do look like little wasps .....
HI Elly

Lets hope they are as hammerman and lady_p_gold have said (could be), hoverflies.

They are our friends because they devour all the nasties like aphids etc, so they need to be encouraged.
