What was the movie?

I remember a scene from a movie, (I think it came out in the mid 80's) where a man is in running from a killer. He manages to reach his car which is parked in an underground car park . Just when you think he's going to get away, the killer, who is hiding under the car, reaches out and slashes the back of his ankles. Can anyone remember what the movie is called?

The only film I remember where a man gets the backs of his ankles slashed (That really makes me cringe just thinking about it!) is Pet Semetry. There's a scene where a man has his ankles slashed (not sure if he is running back to his car but it rings bells) by the young boy that had been brought back to life by being buried in the Pet Semetry by his father. Anything buried there would come back but evil.
That film is about mid 80's I think. I'll have a look see what I can find.
