Not and have it legally , if a tattoo artist is prepared to break the law then they are probably not reliable, if the person having the tattoo had any medical issues afterwards they would be able to have the tattoo artist prosecuted i suspect.
As dotty said, its not likely. You have to sign a form confirming you're over 18. Not many tattooists will take that risk if you cant provide photographic evidence of your date of birth.
where I live they dont care how old you are. My daughter had a tattoo when she was 14, she told the tattooist she was 14 but because my sister was with her he okayed it. I never knew about the tattoo til she came home and showed me it. He never made her sign a form either.
