Assuming your desktop PC is a Windows machine you need to download Adobe Digital Editions for Windows, from here:

Apologies, you have already stated your machine is Windows XP so the Windows download should work just fine

hi, I got so far then it said that I needed microsoft NET framework 4.0 service pack 1
I use Libby by Overdrive from the Google play store to access the books at my local library. If you can't use Libby which I think may need windows 10, try Overdrive which I think uses windows 10 and earlier.

You might find the service pack in your pc updates if your pc doesn't update automatically or you can download it from Microsoft.
