People who do not earn enough to pay tax but pay pension contributions miss out on the tax relief.

It's a bit like our U3A. We usually have a Christmas party with outside caterers. We sell the tickets but we subsided the cost to members. Some members complained that as they were not attending the party they were missing out on the subsidy. So we had to stop subsidising the tickets.
