Adoted Scotland Written On The Bottom Of A Birth Certificate, What Does This Mean?

I'm not sure if i'm on the right forum for this question, i'm looking for a long lost family member, i ordered a copy of his birth certificate from Ancestry.com which i have now received, on the bottom of the certificate is written 'Adopted Scotland' signed by the Deputy Superintendent Registrar, does this mean the person i am looking for was adopted at birth? any help would be greatly appreciated, many thanks.
