It does seem daft to make shops responsible for what people do after they have left the premises. That seems to be the problem. If I bought alcohol and gave it to a minor, that should be my crime and nothing to do with the shop. Even parents should be able to buy alcohol if they want to. Shop staff are not mindreaders.
Nobody asks me for proof of age any more. Boo Hoo :-(
