Do you need to apply a primer on a already painted garage door if you are going to repaint it?

I don't think so. if the old paint is already coming off, though, it might be a good idea to use some on those spots. In any case you should use sandpaper on the whole surface and paint in many thin layers

No it is a metal garage door

i think for metal it's basically the same: primer on spots where the metal is already showing, remove loose paint and use sandpaper on the old paint.
