I was watching England embarrass themselves in Sri Lanka and just before the rain came the commentator said that they had lots of thunder but no lightning! Surely you can't have one without the other?

If the cloud cover (or air pollution) is thick enough to obscure the light from the lightning you won't see it but the vibrations of the air (which you perceive as thunder) will still get through to your ears.

oh yes, the series was already won, and playing it literally in the monsoon season was just crazy. None the less, poor show by England today.
