New Homes "launching"

Just seen a banner outside a piece of land advertising new homes being build by Bellway.
There's nothing on the site at the moment but they say they will be launching in October 2019.
What exactly does launching mean in this scenario?
Does it mean they will be built and ready for sale by this time? Really hope so, its a really lovely spot would love a house there, if we could afford it, of course.

If you buy a house "off plan" ie before it is built, you can normally get it at a better price.
However it does mean you will be living on a building site for a while (if yours is finished but they are still building others) and also you will have to buy it without seeing the finished house.
Note new built homes are often "over priced" as they know people like living in a brand new home (in the same way new cars are over priced and even if a car has only been driven 100 miles the second hand price drops a lot)

It means that they'll smash a bottle of bubbly on the outside of the new house and you'll see it slide down the road towards the distant horizon.
Otherwise a launched project is likely to be the start of doing something, like building; but a launched marketing campaign might mean they're built by then. Have to ask 'em.
