I'm stuck on last two clues:
27a How tailpiece to letter will end (bishop briefly penned)? (4) - - OR
28d Comic character - one in Dandy? Not I, but suitable for kids! (5) - UF- - I thought this might be BUFFO, but don't understand how it fits with the clue and can't think of anything for 27a.
Can anyone help please?

Buffo is fine: it is a comic role (usually bass) in opera, based on Biffo the Bear with U (film certification) replacing the I.

Ebor is how the Archbishop of York signs his letters, which fits the second part of the clue.
