I don't think you can adjust it through the pc, I think your speakers need to have treble and bass knobs.

Some audio chipsets do have the ability. Open the full volume control, and under the Volume Control slider, click on Advanced (if you have it). Bass & Treble will be in there.

You'll be able to alter it in whatever music playing software you use; Windows Media Player, iTunes, etc.
