How This Pay For Parking Fines Without Ticket?
I parked up at the city and my passenger said it was free after 6pm. So when we returned I noticed a parking fine ticket plastic bag was still on the windscreen. The actual ticket was removed by someone. I then checked the signage on the lamp post nearby and says free after 8pm.
So I am trying to pay for the fine within the 14 days . But without the ticket reference number I can't pay on line.
Could I phone the council and make payment without the reference number?
Obviously I don't want the council to issue a fine letter an+ a debt collector to turn up.
This is my first ticket in my 30 years of driving. Lesson learned, never listen to a passenger.

Try a phone call to 0345 600 1982. If that turns out to be an automated payment service though (which you can't use), call 01332 640000 instead.
As Dave has said though, it might turn out that some mischievous person has simply attached an empty ticket bag, that they'd found on the pavement, to your windscreen. (Let's be honest. If I found such a bag, and there was a car parked where it shouldn't be, it's probably what I'd do!)

The good news is that the fee could be less than you think but best to check with them tomorrow. From their website:
If you are seen to be parking in a contravention, you will be issued a Penalty Charge Notice (PCN) by one of our Civil Enforcement Officers.
Please note that the following charges apply for a PCN:
Higher level contraventions are £70, reduced to £35 if paid within 14 days of the PCN being served.
Lower’ level contraventions are £50, reduced to £25, if paid within 14 days of the PCN being served.
