Sounds like some sort of seizure. Is it epileptic?

Yeh thats what it looks like is happening .Can cold weather cause that in cats ???
Only a vet would be able to diagnose if there is any problems
It could be minor epileptic fits.

My beloved Biscuit (who's on my knee at the moment) had both minor fits (where he stayed on his feet but shook) and full-blown major ones (where he collapsed altogether and twitched violently) fairly often over a period of about a year and a half. They'd be accompanied by distressed miaowing for a while (although that would usually occur after the fits, rather than before them).

He seems absolutely fine nowadays though, having not had a fit for 19 months.
Whatever it is the cold seems a very unlikely cause for something that presents itself in such a severe way. It could also be from pain. Only a vet will know, has she been taken to a vet about it?
Cats are weird, they usually only show any signs of illness once they have endured pain and discomfort for some time. Not all cats - my boy Frankie is a total wimp and a mummy's boy.

Has your neighbour actually seen the cat when it starts shaking?

I must repeat it - Cats are weird.
If it wasn't a vet who told your neighbour that it is happening because of the cold weather, then it should see a vet asap imo. I would find it so distressing to see that happening to my pet at the very least I would be phoning them to speak to a veterinary nurse or the vet.
I've never known cold weather to do that to a pet before, are you sure it's well looked after tali? It would be the vet pronto for me.
maybe the cat has severe arthritis
