Identity card is in the clue, Nelsonboy left it out - I found it strange too when I completed the crossword earlier, it's the YOU magazine (be printed in tomorrow in Sunday Mail)

Disbands is correct and I don't know where his letters are coming from as they are on stand alone boxes, not crossing over with any other clue

I think 2 is your railcard, which is 8ac on your grid,
4d on your grid is disbands
9d is undercharging
