If you mean a Marine band Transmitter/Receiver you would be required to sit an exam.I took my exam at the Boat Show Earls Court. The licence was,then, a Board of Trade issue and the examiner was from the Bof T. I received the pre exam lessons from Thames Division ex Merchant/Royal Navy Wireless operator.
Morse code was not a requirement to pass the exam.

Just pulled out my Restricted Certificate of Competence in Radio Telephony . VHF Only
It was issued by The Secretary of State in February 1991 and remains validfor life unless I transgress.
I also have a RYA Little manual entitled VHF RadioTelephony for Yachtsmen REF General G22/89. Read that well and you will pass the exam
