I think that's true, but I believe that the main problem was, and still is, the British government's unwillingness to even see, much less acknowledge and work with, the utter contempt in which Britain is held by the EU.
Anyone with an ounce of common sense could have seen that the EU were going to be as difficult as possible - they have to be, to prevent their bureaucratic edifice from collapsing like a house of cards if other members see that leaving is easy, and successful.
The government should have played hardball from day one, calling bluffs, facing down petty unelected gnomes, and walking away with or without a deal.
Of course Cameron set the tone with his pathetic weedling and whining, and calling a referendum because he patently expected to win it, and having lost, he simply tefloned away laughing into lucrative obscurity.
Now we have a government who have vacillated and hang-wrung for over two years, the EU turns the screws, and Britain squeaks.
Add to that a bunch of whining egotists who see their imagined place in history as more important than following democratic process, and this is where we are - careening further into a political and social mess that could have been avoided with the right approach, and the will to do what the people wanted.
