TonyV has nailed it: This is just one of the ways that the UK is woefully disorganised and ineffective internally (externally is a story of its own). Regulations are created as a job creation exercise together with political box-ticking. The regulations are furthermore so ineffective, "leaky" and superficial that they are quite untrustworthy. But, hey, the authorities have "fixed" a perceived problem, so they are completely off the hook. Those who prance about with the new "qualifications" rake it in. The public assumes all is well. Best of all, it is quite unlike the way these things are dealt with abroad - different must mean better. Everybody is happy, right.................?
