EMP Weapon

Is there really a non-nuclear EMP Weapon? And if so, is it an effective weapon against modern weaponry. Is it delivered like a bomb, or can, like in some films, they be used in a van park outside a building, to wipe out all the electronics in the building?

there is an EMP but is requires huge amounts of electricity and is about the size of a van, so to use it you would be hurting your own team effectively as it needs to be manned. i do not know of smaller EMP technologies that can be put into cans and the like.
