Hi i`ve just discovered i can blacklist a pest sending me personal e-mails,if i blacklist her does that stop her send me any more messages and does it only stop me getting them ?

There's no universal way of 'blacklisting' an email address. In some cases doing so only diverts unwanted mail to the 'junk' folder of the recipient. (If that happens the sender won't know that it has). With other systems the actual passage of the mail will be blocked, resulting in the sender receiving a 'bounce' message.
The disadvantage of the first system is that the person to whom the mail is addressed still receives it (even though it's in their 'junk' folder). The disadvantage of the second system is that the sender will realise that their email address has been blacklisted, meaning that they can then set up a new email account so that they can resume sending unwanted mail to the recipient.
