How can i tell if the paint on my car is metallic or not metallic ?

If you can see small flecks of 'metal' in it, it's 'metallic'. If you can't, it's not.

Unless I misunderstand completely, it is basically a visual thing: If you can see the presence of a sort of "glitter" effect that appears to be just below the surface then that is the "metallic" appearance. Non-metallic looks a quite uniform, some would say "flat" colour - metallic gives a slight 3D impression.
