His name is Richard Mylan and the only telly I can think he`s been in before is Coupling.He`s got one of those annoying faces that make you think he`s been in a million things

Some useless info for you, he also played a Character called Leroy in The Bill a few years back. He was involved in a case with Cass Rickman. She was undercover and he was a drug dealer or something.
