I've always used 3.5" floppy to store my files but now I got a new laptop which only has DVD-/+RW built in. I'm unsure if can save files like the floppy, by that I mean can I just write over my old files for the new the one over and over again?

As you have a RW (re-writable) DVD the answer is yes. See here for more info: http://en.wikipedia.org/wiki/DVD-RW
If you have Nero - use In-CD for Packet-writing, if it's Roxio, use DirectCD. Windows XP usually has packet -writing built-in courtesy of Roxio.

Why not invest in a memory stick, unless you are talking of making backups.
I agree with wideboy - for the sort of usage that it sounds as if you are needing, a memory stick is going to be a better bet.
You want something like this as wideboy suggests:

It just plugs into one of the free USB ports on your computer and you can use it just like a floppy. Only it's much faster, doesn't lose your data, is a lot more robust, and stores a lot more.
