Sounds like a load of nonsense.

It is nothing to do with the climate change groups being unappealing to BAME people.

People living in the most polluted areas tend to be poorer people, who have less time and money to become ‘activists’ (working for nothing for a cause).
People living in poverty have far more daily worries to think about than single use straws.

Social activism tends to be a middle class activity. Find any group that is poorer and their involvement with ‘causes’ diminishes. It is not their colour or ethnicity that singles them out as under represented, it is their lack of money. That is why I labelled the theory put forward by Ms Kissi-Debrah as nonsense.
I particularly disagree with her when she says climate change activists want to get arrested and BAME people don’t. She has taken one group who use the tactic of arrest, and then tarred ALL climate change activists with the same brush. I find her whole argument flawed.

A strange paradox. North Kensington (for example) is probably one of the most polluted areas in the country. It is also home to large numbers of "poorer" people. But I couldn't afford to live there.
