Are They Being Sarcastic??!!

I've been looking for work and been in contact on several occasions with a Head.
He usually responds back with non-committal phrases such as nothing suitable at the moment, we will keep your cv on file etc.
This last contact (a week ago when I sent a copy of my updated cv ... btw I have had 2 emails in 6 months with him after initial cold phone call).
He responded with the usual nothing at the moment that is suitable, thank you for your interest; and ended with 'we will be in touch if something suitable materialises' .... is he being sarcastic???!!!!
I did put on my resume available from July 2018... should I not do that in the future?

I would suggest that whilst sending out resumes and cvs you also look at the situations vacant in your local paper, job centre, specialist web sites etc etc and apply for a job. Having said that my brother got a job doing what you are doing because he happened to live near the person looking to employ someone with his particular specialism....so make sure you have sent you cvs etc (one will do!) and apply for actual jobs
I think he is being polite but exasperated. When I worked in the Nhs, we would get inundated with cvs and enquiries. In the end we had a stock response which is thank you for your enquiry, all our posts are advertised xxx yyy and zzz. I regret we cannot keep cvs on file, best wishes for you future, sincerely

I also had a similar experience in one company. My candidature was not approved for the desired position, I was told that they would keep my resume and will contact me later. A month later, they called me and offered to participate in the competition for another position. And I faced a failure again. So they promised me again that they would contact me later when a suitable vacancy appeared. This story never ended, I found a job elsewhere.
I have to admit, at first glance your situation looks weird. On the other hand, I can assume that a Head expected not only a resume, but also a cover letter. Some companies give meaning to this, and cover letter for federal job is a must, I assure you.
