what is the point of delivery reports on mobile phone text messages

i think i know what they are supposed to do but they dont seem to work

It is a way of informing you that your text message has been received by the relevant phone that you sent it to, not necessarily read though.
Also it informs you whether a phone is on (Delivered), or off (Pending), once a phone is switched on you receive a report stating it has been delivered therefore you should know that the person may read your message soon.
Not all makes have this facility. I have a Nokia and have found that it is very useful, especially knowing that at least my kids have received the messages that I have sent them.
