I feel sure that is because the Commision sees itself separate from the nation members and thus have different objectives. They aren't interested in what's best for the member nations, save when it helps garner support to keep them in power. They are more interested in retaining control of their baby and making it as awkward as possible to get away.

This does mean that MPs could vote on the original deal again as it’ll be a new parliamentary session.
