Is Surrey the most expensive county to live in , in terms of property prices , in England ?

How 'expensive' (or otherwise) house prices are is often calculated on the basis of how many times greater the average price of a house is than the average annual income for the same area, rather than on actual house prices.
Using that measure, Surrey is indeed the dearest place to buy with average cost of a house in that county being 14 times the average annual income. Hertfordshire and Buckinghamshire come next (both with a ratio of 12.8), followed by West Sussex (12.0):
