Why not simply introduce variable start times at work?
It's only because everyone is headed to work at the same time that much (not all!) of the congestion occurs, so if 50% of the 9am starts became 10am starts we'd be about 25% better off.

Unfortunately, most UK businesses start at 9am through to 17:30pm, therefore the companies starting at 10am are at risk of being out of sink with their UK client base ( losing 2 hours to EU partners) and therefore giving the competition an open invitation to monopolise during this period.

It's actually more cost efficient for an organisation to pay for its workers to work from home, and put in all the required technology (phone transfers, broadband, etc.) than it is to have a desk for them in an office and pay rent, electricity, heating, phone, internet, etc. Then the need to travel is eliminated completely.

Why do kids need dropped at school? God gave them little leggies and little feeties so they can WALK!
And why can't schools all start at 10am and finish at , say 8 in the evening, to make up for the MASSIVE holidays?

Very very few!
As for shops, stretch the open hours and bring some folk in early, some later.
