Toilet not always flushing

Why has my fairly recently installed toilet started to play up? It very often won't flush, almost as if there isn't enough water in the cistern. Often it helps to push down on the float to let more water in but that doesn't always solve the problem.
Can anyone offer some advice please? My dearly beloved is going nuts about it!

For more on marking an answer as the "Best Answer", please visit our FAQ.It may need a new plastic diaphram. The old one may hacve been damaged when it was installed. Cheap if you do it yourself, a rip off if a plumber does it.
It's a piece of thickish plastic sheet (like the plastic fertiliser bags are made from, in fact you can cut a new one from an old compost/fertiliser bag, using the old one as a pattern), which can split and cause flush problems. I've been trying to find a diagram to explain, with no luck.
They are cheap, cheap, cheap. �3 or �4 for a pack of ten at a plumbing wholesalers. A plumber will likely charge �60 or �70 for half an hours work and one replacement.
Get a DIY book from the library and do it yourself. I's an easy job.

With new build houses the environmental directive is to set the flush amount at a max. number of litres(sorry I can't remember what this is). It may help to keep the flushing device fully depressed for longer than you are used to. It is possible to alter the float to allow more water into the system.
