Isn't it more likely that rather than raising tax revenue by applying this insidious envy tax, there may not be a net gain, and could even be less tax revenue, when our top earners decide to ply their trade abroad, and our billionaires decide it's time to go.

If the likes of the billionaire, John Caudwell, feel they can go elsewhere and do better than the incumbent company owners at wherever they're going, and so leaves the country, then best of luck to them. Any desertion leaves an opportunity for someone else to fill the vacated niche.
