Traffic In Tokyo On March 7Th 2009 At 3:09 Am

I am writing a book based in Tokyo Japan and for a specific scene I am trying to be fairly accurate to traffic times and other such things, the time in the book for this scene is 3:09 A.M. on march 7th of 2009, the characters are waiting for a car from a business partner and I want to get accurate estimates of time for how long it will take the car to get there. (I tried looking it up, but my search skills suck, so I am asking on here if anyone knows.)

Blast! I was there in May 2009 (just missed the sakura too). Tokyo is busy most of the day, but the businessmen are usually home by midnight (after working till 7,8,9pm and then going for food/ drinks), so the roads are pretty quiet from then on. I think Narita is about 70km outside central Tokyo and would take about an hour by road, I'd say.
