Well, civil servants aren’t elected. Which is a good thing. You can’t elect everyone.
I think Cummings is on the right lines here but as I said earlier he needs to calm down a bit

It is a good idea if said civil service is riddles with the Metropolitan elite who will make every attempt to block or discredit anything they do.

The civil service doesn’t “block” the government. What a ridiculous idea.
However, if much needed reforms are handled badly you might expect a less than cooperative response.
