I saw this movie about 15 years ago.
It's about a computer that monitors the activity of a block of flats (a security device or something). Anyway, it witnesses a murder and "decides it likes it".
The only other scene I remember is when some guy or girl is in the laundry room and there is a severed head in the washer behind them.
It's not "The Tower" with paul reiser or Ghost House.
