This keeps popping up on my computer screen and I can't get rid of it. I've done a screen shot and hope it works.
It says Manage ad cookies. Microsoft Privacy Dashboard Active Always active
View vendor consent Powered by One trust Save Setting.

I am assuming you have a 'Microsoft' account and are using 'Cortana'.
Sign out of your Microsoft account or alter the settings under privacy control.
