What Will Happen To The Homeless Then?

Had an early start at work today but before I went, I decided to have a walk down to Tesco at 6.15 A.M. to see what the situation was like. It was mad, not a car parking space anywhere at that time of the morning and the shelves had already virtually been stripped.
But what really got me, was that I passed 3 people sleeping in doorways on the short walk there.
And it made me think...
If (when) we make been out in public (without a good reason) a 'crime', punishable by a fine (like some other countries are now doing) then what the hell are the homeless supposed to do?
They cant help but be out in public and certainly wouldnt have the money to pay a fine.

It has struck me (since ex-son-in-law's techie firm closed voluntarily on Mon., resulting in them all working from home) that there could soon be quite a lot of unoccupied office-blocks and offices generally and that if firms discover that working like this works fine then they will no longer need permanent premises. Hotels could be hired to bring people together to consult etc..
That could release an awful lot of premises - all with basic plumbing etc. - which could be converted very cheaply into flats of various sizes. What think you?
