Do you need a google account to download what’s app on a Samsung ?

So when I try to download it I get a page telling me to create a google account. I’m not too familiar with Samsung’s - trying to set this up for someone else. How do I download it?

I seemed to need an account to use Play Store. If not I was hoodwinked into thinking that was so. However apps can be found outside of Play Store although you may need to set the mobile's setting to allow installation of other source apps.
